Arranging Symphonies or Operas for piano (either two or four hands) or small "Chamber" Ensembles was a very common practice during the 19th Century, so that people can play them in a period when recording techniques still didn't exist.
Beethoven here has done an amazing job with his own 2nd Symphony!
