One reason that Zeus might be so resistant to freeing Ody is that he likely SENT him to Calypso in the first place. In most versions you can't just end up at Calypso's isle you must be sent there and Thunder Daddy was the last one with Ody. He's pissed at Athena asking him to free Ody because it's directly calling out his own judgement.

I'm like 99% sure Zeus can't do that. It's one of the reasons Calypso is on an island and not dead, and why the Titans are imprisoned and not dead. Gods and Titans are immortal and can't die. Ever. Through any means. Even in the original myth, Zeus just beat her so badly for helping the Greeks during the Trojan War that it took her ten years to recover from her wounds, but she couldn't be killed by him.
