Roof hail damage or not, should they file an insurance claim?

Homeowner called about potential hail damage on their roof. They stated that another contractor doing other work said they had hail damage to their roof and should file a claim with they're insurance company. The homeowner said they felt a little weird about it and wanted a second opinion. After inspecting the roof, my opinion is there is minimal to no hail damage. What it appears to be aside of blistering is more mechanical damage from the original installers and the insulation company that was just on the roof removing the power fan.
