I like how Lucifer is trying to discourage Charlie by saying that sinners going to heaven will never happen, but he also says if somehow it does happen he will burn it. So, he does know it's possible. He is just manipulating them into not bothering to try. Since Lucifer's main theme is pride he rather they die in hell every extermination than his sinners betraying him.
