Ironically I think this base was used in "Avengers Next Gen" (a spin off movie I saw sold in target). It focus on an alternate timeline where Utron took over the world rather than wipe humanity out, and killed the avengers but they are survived by their heirs (also Iron man and thor). The kids were raises in the base for their safety, and their leader was the son of Captain America and the Assassin: so he's both a super soldier AND a trained black ops agent
