Filipino amateur cook here. If you think about it, it kinda makes sense for the powder to be mixed in with the oil and the liquid seasoning first before adding the noodles in. You'd get a more even taste throughout all of the noodles if you mix the powder and the liquids first since it wouldn't clump together in one specific area of the noodles, so the taste would be distributed properly. Try mixing the powder with the liquid first if you've ever experienced having very little taste in the other noodles (usually this happens on the first few bites you eat or the last few bites, it depends on where the seasoning was focused). Also, a personal tip. Everytime I cook pancit canton, after draining the noodles, I actually cook the seasoning a bit in the same pan that the noodles were cooked in. This works extremely well for large batches of pancit canton too. Heating up the liquids for a few seconds and properly dissolving the powder helps extract better flavor, then I put the noodles in after turning off the heat. You'll see how well the sauce coats the noodles when you do this. Lastly, if you're experiencing the issue of the oil solidifying, you can heat up the packet in the boiling water. Boiling water isn't hot enough to destroy the particular plastic used in the packets and it wouldn't release any bad plastic toxins in your food.
I guess it's okay to put the sauces after preparing the noodles, but it would be better to prepare the sauces first cuz one of them acts as an emulsifier to mix all of them together better
