The first boss is Polluto, and the third boss is Polluto 2.
The fact that they tried to make a child friendly franchise based on a series of low-budget splatter movies will always be funny to me.
That happened a lot at the time. I kinda miss those days. It was campy and strange, yet enjoyable.
Nothing was off the table if it had merchandise potential. Robocop, Aliens, Terminator, all that stuff was big.
To be fair, isn't that kinda TMNT's story? They weren't splatter movies, but the TMNT original comics were more adult aimed.

Well, to be fair, they did made cartoons for Rambo and Robocop and technically the first Police Academy was R rated.
That wasn't uncommon for the NES.
The 1990s weren't as soft as today.

Only 3 bosses were from the cartoon. The other ones were basically recycled from other games. NES was hilarious sometimes
Actually, all of the bosses come from the first episode of the show, except for Mayor Grody who appeared in the second one.
