He was both a character, and the realest. Howard pointed out that Phail was incapable of damage control. Phail being a total snake is a large part of his...charm. It is what it is.
What's hilarious about that Persona 3 ragequit is that the idiot actually had a persona that nullified charm, but he didn't even realise because he didn't think to check, if he had he could have avoided all of that and beat the final boss first time.
