Build a cement wall on the foundation you already poured with rebar a little higher than your water spicket so she can't reach it and screw the lattice to the wall and I would find a fast growing vine or mature evergreen bush don't sacrifice your square footage that's your property

As for your awful neighbour she obviously hates your pergola because it's too high for her to watch over into your garden and be prying into your privacy, the gossip adict...But she can't do anything if your bushes grow tall and thick! Plants grow very fast in warm weather if watered adequately. Very appropriate fence bushes are Boxwood and Ligustrum (which needs to be cut down yearly and it will grow even thicker everytime). But what I'm mostly worried about is the inclination of the ground in this little back yard and whether the rain water will flow out of the yard into the street from under the gate or it will get into your house. In order to have rain water absorbed by the ground you need to have your yard full with trees, bushes and flowers
After the incident with the forms on the roof a few extra dollars on a camera are relatively cheap.I am sure she will go after that too in the end so ensure to mount it in a way that its hard to get to.Cant you instal a block wall where the trellis was?

You could use the cameras they use in woods/forests: trail sensor cameras that save images to card. Put one in plain sight then another one further back & slightly hidden to catch her attacking the first camera which you know will happen but it will all be recorded. 📷📸😃
Rebuild it AS IT WAS the first time. Call the police to verify its status and height. Place a hidden high resolution camera with night vision that can also record audio. Make sure you can keep up with records of up to one week of storage (from Sunday to Sunday). Job done.
If you can access more stone, i would be inclined to double the width of your wall, it's not very wide, have a look at a video of yorkshire stone wall building .

I think knowing you are being watched is most unsettling, I know as my neighbour watches everything I do. Some do say when another mimics all you do it is a compliment, this is not!
Another advocate for cameras. It may not do the trick totally - but, at the least, should help a lot. I'm getting problems myself - and I'm British and living in Britain - but I know some in the town I'm in see me as "An English person living in a Welsh town" - rather than the vast majority of us all being the same nationality (ie British by birth - rather than British by passport iyswim). My own security cameras seem to have stopped the trespassing I was plagued with - though the problems haven't stopped totally and I've still got Mrs Thinks-she's-Someone local Welsh widow next door being a pain - and it's turned out that she seems to have dementia (am currently waiting my chance to talk with her adult children and ask if they've realised that when I spot either of them visiting again).
I find it helps "lighten" things in my own mind if I've got nicknames for awkward neighbours - so they're variously "HER next door", "The Peabrains" (who stole a bit of my garden! but I've found a way to "turn the tables" rather on them), Mrs Bossy and her husband). Previous next door neighbour (a friend of the current one) was "Old Madam".

I’m so sorry about all this. I had Latino drug dealers living behind my property in Allentown, PA and they vandalized my property every day! They torchiere kids to do damage, too! Police did nothing.
