The card is even better than that. You need two tiles to get the first ocean down, which will add a new data. From this point on, you keep needing three other tiles for every new ocean. So 8 tiles for 3 oceans seems a somewhat realistic outcome when played relatively early (I'd argue it's best with Mining Guild or other corps that want you to place tiles anyway).
You're right, I forgot that the ocean you place gets you another data, but still, you will need to place 4 tiles not three. The ocean adds the first data resource, then three more tiles get you to 4 data and the fifth tile removes the data resources and places the ocean (and gets you a new data resource). Kinda like Recyclon which needs three building tags for a plant prod and not 2.
I am surprised that Relaunching of a Project + Insects wasn't mentioned. Also projects with negative VP like Corporate Stronghold would work as it gives you 2 VP and you don't even need to replay the green card.
Interesting! Have you noticed any change in the online meta play recently? I took a break for a couple of months. When I’ve come back, I notice the meta in 3p is much much higher MC production, more city placement and also, contrary to what I’ve seen on the table top…much more Venus play.
We need more normal cards like world government bonds at this point. I have opened hands with all expansions and promos where every card is just bonkers niche specific stuff and they feel unplayable. I would almost always keep focused development. The upside of AI, Anti-grav, mass conv, and warp drive is too much. Energy import is a low key thermalist flipper I think Nitrate reducing bacteria and dust fixing bacteria are about the same, you'll get 3 TR by gen 9 and the difference of 4 in cost will be made up by NRB because its a TR ahead at various points in the game. Relaunching a project is a monster with ganymede, but think of how good it is with negative VP cards, I think nuke zone is probably one of the best cards to return, and corporate stronghold is pretty good.
That's why I was intrigued by World Government Bonds. Easy and fits very well thematically and balance-wise. Relaunching of a project together with Insects 😅

OMG yeah :D I think Relaunching of a Project was designed before we knew of Prelude 2 and Astra Mechanica, but still - that would be dumb :D

Thought you need 5 Data but it is only 4 per ocean. So only 3 extra tiles are required after each ocean
