Wow!!! That's a lot even for northern California. The mudslides scare the crap out of me. Tornadoes I can handle, but mudslides are a whole different beast!!
Don't let a dam open its flood gates when you are having a emergency flood stuation in the valley's. Thats the purpose of a dam to do everything in its power not to flood the valley below. They should wait a few days when its safer.
You should be working for the state directing how this ordeal should be handled. NOT !!!

Please stop misgendering the weather as rain, it’s new preferred pronoun is Atmospheric River which is non-binary. To call it simply rain is misinformation that is homophobic and racist.
