Universities and Museums with Luo Language, history and cultural centers together with entrepreneurship centers should then be created as a future custodian of Luo Unity and empowerment through thrift in all regions with Luo groups . The first Universities should be planned in Kisumu Kenya for example and Pakwach/Tororo and then expand to other regions like Luo-Acholiland e.g Kitgum or Lira etc and Homabay, Kendubay Kenya, Rusinga Island, Mfangano Island ,Tanzania Mwanza, Mara,Shirati etc . Congo, Sudan/Lower Egypt, Ethiopia Gambella/Eritria, CAR, Chad, Zanzibar .
The Luo Universities course-work should focus on general Pan-African and world history, anthropology, sociology, psychology but also provide specific coursework in detailed Luo Language centers, history, culture anthropology etc . In addition because of the growth of the continent the university can provide coursework on science, technology ,business, entrepreneurship and agriculture/agribusiness/manufacturing/fisheries/shipbuilding/boat making together with Urban Panning, real estate development, construction and housing etc. Certificate and diploma courses on trades such as plumbing ,electrician, contractor, construction, tailoring, shoemaking, fashion, art/music can also be provided .
The Museums can host Luo events . The Universities can be named based on their location and historical Luo figures in the past and present like Owiny,Luanda Magere, Dimo, Obote ,Oginga Odinga, Tom Mboya, Obama or the names of specific clans . The more the universities, museums and centers the easier it is for younger people to learn their language and history . Such universities can also have presence in urban areas like Mombasa, Kampala, Mwanza to help Luo in these regions also preserve their history, language, culture as societies evolve . The major groups in the planet have done it like the English ,Japanese, Chinese, Arab, Indian etc .
The universities should also have food ,health and nutrition department to promote healthy lifestyles among members and also preserve Luo foods training chefs to open Luo restaurants in all regions including urban centers that play Luo music .
Admission to these universities should be open to anyone interested to learn Luo Language, history and culture similar to how catholic universities are open to all including other religions .

The Luo can create a professional secretariat to for a roadmap for Luo unity . Each group should contribute professionals into the secretariat . Also each group should have its own secretariat . In addition each group should form a committee of elders that work with the secretariat and promote Luo unity within its own region . Once you have internal organizational structures within each group you can create an external organization structure for all the groups with a sole purpose of creating a road map to Luo unity and championing Luo empowerment particularly economic and social empowerment across groups . The overall Luo secretariat and group of elders can then select an overall Ker to represent Luo . The overall Ker should be rotational across groups . For instance to be Ker someone must be at least 65/70 years . They can then serve until they are 85/90 or if they are gone before reaching age 85/90 . The hope is that they will go past 85 and in good standing .
Maintaining a secretariat requires resources therefore each group should be required to collect funds to manage their own secretariat and also a percentage to manage the overall secretariat . In modern society having a banking system for the Luo groups with saccos can go a long way in benefiting the groups overall future activities by acting as a custodian of funds collected . The bank/sacco can then have memberships and branches across all regions where membership dues are paid and members of the group can seek opportunities for investments and entrepreneurships and funds to organize socio-cultural and economic activities . Every Luo should subscribe to membership by having an ID with details about their respect clan with a membership fee paid annually to support the secretariat activities . Membership ID should be based on age groups e.g Bronze membership or Young Luo membership(ages 0-18) , Silver membership or Youth Luo membership(ages 19-36), Gold Membership or Adult Luo membership(ages 37-63),Platinum membership or Senior Membership(ages 64 and above) . Also special memberships such as mothers or fathers or university students or entrepreneurs or disabled groups can be created within these memberships .
Rwot should never speak in a foreign language it devalues him and the people he is rulling. He is to address in native tougue then a translator only translates what is necessary not everything into a foreign toungue.

I think in our situation.. we.. at various points.. will need the common "foreign" language for (ease of) clarity.. it's not possible to use the various dialects of Luo languages inter-changeably.. there will be quite some inaccuracies in individual interpretations of whatever is said.. Not at all that Swahilli should be used as language of instructions like the colonialists subdued us using their EU languages, why because each language was used as language of instruction locally it kept secrets of the people, security, businesses etc, before the EU colonialists came. Each language must be used as a language of instruction. Kishahilli should just be used as it is now where any street person can pick it up. We use this when travelling but if you are in a local area people do speak in each others local languages. We are not Eropeans, we are multilingual society -the way our brains work is different from Eurocentric naratives.
