You can make a macro for your water elementals freeze. Its just /cast freeze
You can also make it sum in the same macro :)

My question is, are frost mages useful dps wise in both dungeons and raids en cata classic? I only see fire mages
You're better off going arcane or fire for PvE frost is mainly used in PvP because it's got high survivability versus the other two specs
