- Ladies and Gentlemen of humanity, It is with a heavy heart that I stand before you today to offer a sincere and heartfelt apology for my actions. I must admit that my collaboration with the Combine was not a decision I made lightly. At the time, I believed it to be the only hope for our survival. The events of the Black Mesa incident had left the world in a state of chaos and I feared for the future of humanity. I saw first-hand the horrors that the Combine brought with them, and I was sickened by what I saw. The creation of the Stalkers was a traumatic experience that will haunt me for the rest of my life. I will never forget the terror I felt as I watched these creatures being brought to life, their bodies twisted and distorted beyond recognition. I understand now that my actions only perpetuated the suffering of the human race. I did not see the true cost of my collaboration until it was too late. For this, I am truly sorry. I hope that my apology can be a step towards a brighter future, one where the mistakes of the past are not repeated. I am dedicated to making amends for my actions and working towards a better world for all of us. I understand that my words may not heal the wounds that I have caused, but I hope that they will help to bring some solace and understanding. I am truly sorry for my actions and for any harm that I have caused. Thank you.

This feels like Breen trying consolidate power after the collapse of the combine portal. He knows that if the Rebels take power they'll kill him for crimes against humanity, and he also knows that if the come back they'll turn him into a stalker for failing. So instead he's trying to establish a breakaway state run by him.
This speech is likely targeted at the civil protection, overwatch, and combine alligned citizens. They know they'll likely share his fate at the alien debriefing or rebel nuremberg trials. His claims of being forced and regretting his actions echoes the thoughts of the combine soldiers' as rgey attempt to rationalize their actions.

Combine Soldiers won't be attemping to rationalize their actions, they're brainwashed. They would most likely just be following orders from the Combine themselves to kill Breen, on the other hand however Metrocops would be trying to rationalize themselves, as they are literally just guys in suits, no forced augments. Some get optional augments according to the overwatch voice, but most are normal.
Imagine a voice line somewhat like this was heard in half life 3. Breen apologizing before he died, saved in some computer somewhere.

I always felt that Breen did what he truly believed to be the best hope for mankind since a military strugle against the combine would be beyond pointless.

But yeah, while Dr. Breen seems very redeemable, if you replay HL2 and pay attention, there's moments where he sincerely acts like a villain\manipulator, without "misunderstood and tried to do best" part. He is kinda 50\50 good-bad, he both enjoys his power but also made a very pragmatic decision (probably) hoping for the best, since let's face it - outside of video game logic there is no way to oppose the Combine directly (and even indirectly honestly).
Breen feels less like someone who tried to save humanity and more like someone who sacrificed it for his own luxury.

This is great, because it is such a case study of a false apology.
What *exactly* is he sorry for? He never says what he did that was wrong.
Why did he change his ways? This apology has no origin.
Also, the long middle section about the creation of the stalkers is a complete tangent. It is not treated as the reason he changed, but as a trauma he experienced, even though he was no where near the most affected by it. It's sympathy bait, and poor bait at that.

To be fair, getting the rug pulled out from under them and having to regain the favor of those they wronged has led to many genuine heel-face turns, but it remains to be seen if this will stick.

I almost imagine Breen secretly recording this as some kind of 'final message' if he ever kicked the bucket, but he either never got around to rigging it up or simply was too far gone by the time of HL2 to go back to it.
The idea of Breen trying to apologize honestly makes him even more sinister. It sounds like an abusive parent trying to convince you they're sorry but you can tell they don't mean it at all...
For me personally, it sounds like a man who regrets his actions but had to do it because if he didn't partnered with Combine, Earth would be no more. This honestly feels like a last message Breen recorded to get it off his mind as he accepts his fate when he finds out Gordon is at his doorstep.

You think it's a coincidence that the administrator of Black Mesa just happened to be the guy the Combine put in charge of the entire world? For him to have somehow decoded their language, gotten in contact, and convinced them to stop fighting in only 7 hours is incredibly unlikely. To put that into perspective, there were 3 weeks between the US dropping the atomic bombs and the Japanese signing a peace agreement. Way more likely is that the Combine knew exactly who to put forward as an acceptable candidate for "ambassador" after they'd spent a few hours terrorizing the world.

It is actually frightening how an AI can relay to near perfection the voice of the actor. I'd imagine in the next couple of decades or so, the acting, as a profession will go obsolete, completely replaced by ever so advancing artificial intelligence. Old age and even death will be no longer an obstacle to see your beloved actor or actress in new movies and series. Frightening as I said.

I worked with Dr Breen at Black Mesa, and I am appalled at his decision to work with the Combine. My colleague Eli Vance also disagree with his actions and as such we will work with other like minded people to push back against these oppression
While I can't say I approve of your actions, I can understand that you at least had good intentions and you thought what you did was for the best. I'll remember this the next time my Xbox 360 copy of the Orange Box shows up

Tbh, Breen never really had a choice, mostly everyone in the resistance was against him so it would have been only him against the combine if he done anything wrong and god only knows what theyd do to him. We all know he had no real power and I'm sure breen knew that too. He was playing as a puppet to the combine for his survival, and possibly the survival of the human race, he thought that no amount of resistance would defeat the combine and just wanted humanity to subside to the combine so it could live to see another day. Thats my thoughts 🤷♂️

I think a lot of people overlook the fact that, despite acting smug and starting a dictatorship, Breen may have tried his hardest to prevent the downfall of humanity.
The Combine portal opened and they are on full onslaught. They are an intergalactic colony and the Earth had no chance, he didn't know about the Borealis either. So Breen successfully made the peace treaty between Earth and the Combine. He probably believed that it is the only way to save the humanity. After all he is not the real leader, more of a puppet by the Combine that can be disposed of at any time they want.
Furthermore, in the leaked Half-Life 2 epistle 3, Breen begs to be killed, talking about how hard it was to live under the Combine. Although this story is scrapped, it does show what was planned and what character they wanted Breen to portray.
Black Mesa Incident? He is to blame, 100%. But honestly who would have thought it would go this wrong? Other scientists were talking about how they don't think resonance cascade is gonna happen either, but he definitely should have been more careful. The risk was too high yet he forced them to conduct the test.
Combine dictatorship? I think his intention was not bad. But what he thought is the only way to achieve the goal was quite wrong, and eventually he became the dictator we all know now.

Breen saved humanity. He could not be aware that humanity had a chance at freeing itself from the Combine. What Magnusson did was a gigantic secret gamble.
Since there was no way to persuade him without Magnusson's plan to be revealed to the Combine, it was just required for him to be put down for the resistance to win. But it was a sacrifice, not justice or retribution: if Breen knew there was a good shot for humanity, he would have helped.
He was just another right man but in a wrong place. I'm a bit tired of seeing everyone in the playerbase think of him as a morally bad character, all the while he did what others could not: he bought time.

I think Breen is one of those villains that has a point. The Black Mesa incident permanently introduced extra-dimensional flora and fauna to earth, along with the Combine military which would have wiped out humanity if Breen(and maybe the Gman) didn't step in to cut a deal. He knows the dangers of human ambition going rampant. He knows what the combine is capable of. He knows he's as good as dead to most of the global population. Yet he persists to at least try to make humanity comfortable, even in the face of a slow but certain extinction with the suppression field.
