Why did Bengaluru and Chennai have such poor voter turnout?

As the Lok Sabha elections moves on to it fourth phase, major cities like Chennai and Bengaluru had poor voter turnout as usual. Nearly fifty percent of the registered voters in both Bengaluru and Chennai did not show up to vote. But is this only voter apathy or is there a deeper problem?
