If you clear all your error codes with a good scan tool, restart you truck and there is no power assist and the warning comes back as soon as you try, then it most likely is.
I see some info saying that I should not try this because the unit must be programmed by professional after? True?
If you replace the whole rack and pinion, yes. For just the belt, no.

Can this cause your tires to jump and no steering control when you hit a bump at around 60-70MPH? Or would that be the whole rack and pinion?

You still will have steering control. Just no power assist. I really can't say how long they'll last. Some have gone 50K, some 150K.

'Jump around' can mean many things. If the belt is missing teeth, you may have moments of no power assist.
