My truck have power steering lines...last winter it was stiff to drive for 5 minuets..all summer it was good..now the weather is cooler again..l guess l will looking for a differnt steering rack and pump ??
Do you have the correct power steering fluid in it? I don't know why it would work hot but not cold. If you have a weak power steering pump it will work cold but when the fluid is hot and thinner it will not work. If the seals in the rack are bad usually it will leak fluid. When the fluid is low the pump will be noisy.
I cut a wood wedge to push the idler. I didn't what to use steel and nick the idler. There are plastic tools for Interior panel removal I guess you could use them also.
If it has electric power steering It won't have a power steering pump- no place to put in power steering fluid. If you look under the steering rack will have fat wires going to it and no hydraulic hoses. If you look up ford dealer parts you could put in your VIN number and search for power steering parts.

So how did you tension the belt? Just pry over on that pulley while tightening?
