What about the "other" fees? I owned a bar in Hua Hin back in 2005 and every month the Police stopped in to pick up their $2,000 baht fee. Also, any time one of them decided they wanted to come in and drink for free and take a girl for free, there was very little that anyone could do, except to just allow it to happen. Overall, the real average loss to local police every month was probably around $5,000 baht or more... again this was back in 2005, almost 20 years ago. Is it similar in Chiang Mai?
I would offer profit sharing to the employees including the ladies. If the Bar makes X amount for the year, any amount over it will be distributed to the employees based on length of service and annual performance review. That makes them have a vested interest in its success.
I'm a gay Lithuanian man and I love Thailand. Do you have straight or trans women (ladyboys) working in your bar? I love going to the trans women bars, they are a lot of fun. I have fun in the bar, and afterwards I go back to my hotel with a beautiful trans woman and have more fun.

We are a straight bar. There are a few ladyboy bars in the area though.
