He's selling 2 separate products. Wouldn't it be cheaper to make a box with a locking mechanism built in? Add a scanner in front of it, would be easier for the delivery person to just scan the package by putting it in front of the box, the lid opens it self, puts the package inside and closes the lid.
For the same reason that when you buy a cordless tool it doesn't come with a battery. It's actually cheaper tool (or this case box) only and you'll have several batteries (or locks) to add to anything.

So you'll have to buy a two pack of batteries and charger for each tool you have. So the tool is the lock and the battery is the box itself, the bigger issue is the lock could be used for any deck box or mail lock box already on the market. To make just the box would require it to be powered which most houses don't have outlets on porches, so lock being run on rechargeable battery is more practical
Having the lock and box separate makes upgrading to a bigger and/or stronger box less expensive. It also makes replacement of a damaged lock less expensive, or a damaged box less expensive.

In Sweden we have something similar on construction sites. You can deliver to a container and open/lock it it from a smartphone so the builders don't have to stop working just to take a delivery.
Nowadays in Europe, we have steel boxes mounted to houses, with contactless opening and security against theft of the entire box. It is complete nonsense that can never work like this.
