That is a beautiful house, and you did a good job presenting it. I think the biggest problem with that house is there is no elevator. I am curious to know how many workers the current owner employs to maintain it, and if they stay on site.

Atleast after thorough back ground check, they can allow wealthy expats to own it 100%.. who will take the risk to buy something when the 51% share will be on someone for free???
You only own 49% the other 51% will be owned by a Thai. You do own the home in perpetuity but not the land. Something about free lock ...better to own a 100% of a condo in Thailand.
You can not own land. You can not have ownership stake more than 49% of a business that can own land. Best you can do is to fragment the ownership structure so that you hold the majority while the rest of the owners can not conspire to overrule your decisions, which they can still do because they own 51%. The majority stake must be owned by Thai company or individuals. You will then lease the land from the company, and pay off the other owners. Many put the land under their Thai spouses name, which is also problematic if you wish to keep your money. You may own the structure but it has very little value once land is owned by someone who may become your adversary. Your rights are limited. It is the same in many other countries, like the Philippines. Rightly so, because otherwise these countries would be colonized and bought up by rich foreigners leaving local population to starve and suffer. It is the reason things are affordable.

Way overpriced. Definitely not worth 2 million dollars in my opinion. The lot is too small, the fixtures are not high-end, and for that price, one would expect more rooms and bathrooms. Not a bad house otherwise.
