  • Enforced Disappearance | CAMBODIA
    We're honored to have contributed by our joint submission with @iahrageneva to a pivotal moment in the pursuit of #humanrights and #justice by participating in the 26th session of the UN Committee on Enforced Disappearances, focusing on #Cambodia's first periodic report.
    In our commitment to transparency and advocacy, we brought forward crucial discussions surrounding the case of Mr. Osman Karaca, whose story underscores the pressing issue of enforced disappearances in and/or by #Turkey. Despite Cambodia's claim of having no enforced disappearances in the country during the observed period, Mr. Karaca's experience paints a different picture, shedding light on the challenges many individuals face in the shadows of international legal gaps.
    Our dialogue with the Committee emphasized the need for thorough investigations and accountability, especially in cases that cross international borders and involve complex legal and human rights considerations. The case of Mr. Karaca, a dual citizen of Turkey and #Mexico and a sympathizer of the Gülen Movement, illustrates the broader implications of transnational repression and the urgent need for global cooperation in upholding human rights standards. We refer to at least 130 people abducted and disappeared while Turkey is, despite redundant recommendations, not a party to the Convention for the protection of all persons from enforced disappearances. As mentioned in our report, this pattern has been well identified and condemned by the Working Group on Enforced and Involuntary Disappearances.
    This opportunity to engage directly with the UN Committee and the international community is a testament to our collective efforts in advocating for justice and human rights. We remain dedicated to bringing these critical issues to the forefront of global discussions and are grateful for the platform to voice the concerns and stories of those who cannot.
    We thank the Committee and Ms. Barbara LOCHBIHLER @blochbihler for bringing the enforced disappearance case of Osman Karaca in this session.
    Further questions to Cambodian Delegation;
    1. Karaca entered Cambodia as a Mexican citizen with his Mexican passport, and wanted to communicate with Mexican consulate. Did Cambodian authorities allow him to?
    2. Was Karaca allowed to communicate with his family during his 5-day disappearance?
    3. Was Karaca given the chance to defend and express himself? Was he allowed to have a lawyer? Was he allowed to appeal, for instance?
    4. Was he treated well or mistreated during his disappearance of five days?
    5. Was he 'deported' with his will or did he disagree to go to Turkey? If this is 'deportation' as the Cambodian Delegation claims, why was Karaca not deported back to Mexico but to Turkey?
    6. Why was Karaca 'smuggled' into Phnom Penh airport without any official registration?
    7. Why was he handed over to the Turkish authorities, most likely MIT officers, in a private jet at #PhnomPenh airport as in a covert/clandestine operation?
    8. Why was he detained in Istanbul airport as a random person attempting to enter Turkey by illegal means (arriving in a private jet)?
    9. What does UN Committee against Arbitrary Detention decision that demands immediate release of Osman Karaca mean to #Cambodian government today? ...
