The only "carbon neutral" way to use Hydrogen as a motor vehicle fuel is through electrolysis of water, and this process is horribly inefficient: only 40% of the energy in the electricity used to perform the electrolysis comes out of the process as potential chemical energy in the hydrogen gas, the other 60% is thrown away as the Oxygen gas from the process, or as waste heat. It's far more efficient to just use that electricity to charge a BEV battery - about 85% of the input energy gets stored in the lithium battery cells. The hydrogen being sold in California as motor fuel is a by-product of cracking petroleum in oil refineries, so it's most assuredly not "carbon neutral".
