Good questions! The ball bearings hold up spendidly over time, in fact we have used the exact same mechanism in ocean rowboats that have crossed the atlantic, pacific, and even circumnavigated the globe! For tandem rowing, the sliding seat in the aft position has locking pins that hold it in place, and the second rower would sit on the fixed seat in the forward position.

Yes, it is USCG approved for a 2hp motor and there is a motorboard for that purpose.
