If you open up the history, and go through different tasks handled by ISI, sure you will get the answer; whether its runaway of Soviet Union from Afghanistan, Israel's plan to attack the Nukes, Karghil Operation etc. ISI never let us down due Intelligence failure but yes, Law Enforcement Institutions are need to be improved and they are improving speedily.
