We use exactly 3 layers and 16mm tamping rod and 25 stocks becoz
It is standard
Almost every country uses this standard
As it will be help full to get accurate results
For example
You have use 18mm dia tamping rod and 30strokes and you got one result
When a inspection officer comes and test your concrete he will use standard size
If you dont use standard size then that officer dont know what standards you followed
So he may get different results compared to the you got
