Nah thats cap, ichigo said himself he cant imagine the speed of the world without rukia in it, and theres actually a dynamic between ichigo and rukia unlike orihime, most of bleach fans back in the day thought Ichigo and Rukia would end up together, i would say even 90% of the fandom were ichiruki, if they didnt see the connection, it wouldnt have grown so popular. Ichihime only grown more after they become canon but even still ichiruki is more popular. Kubo is a great writer but not everything he made is gospel, some decision if changed can make a better storyline and if Ichigo and Rukia actually did end up together they wouldve been an undisputed couple just like the level of Ed and Winry in FMA

Her Bankai makes her look majestic. She truly is the ice queen and best believe by the time the hell arc returns, she’ll be able to move around freely in Bankai after mastering it. Wish we could have seen her fight more in the thousand year blood war.

Yes it would. The powersystem is based on Reiryoku not Temperature. Also Toshiro is able to reach those temp too, even freeze concepts that arent "matter," has far higher Reiryoku then her, ability negation, and Rukia can only stay in that state for 4 seconds either way
Toshiros matured bankai can negate an ability, so toshiro is more busted
Plus the added down side of her becoming more brittle with restricted movement in her bankai state while toshiro movements becoming greater
Toshiro's Bankai is technically stronger, but takes WAY longer to warm up to full power. Rukia's Bankai is an instant snap-freeze to absolute zero that affects her entire vicinity including herself. Plus, Rukia was trained in the Royal Palace so she has a strength advantage as well.
Toshiro would get taken out immediately in the face of a Bankai that's roughly as powerful as Zanka no Tachi.

The reason her bankai or abilities almost kill her is because she has 0 mastery/training and her reaitsu is not enough
when Ichigo fought Byakuya in SS he had the same issue, his bones and body was breaking down due to his Bankai however that never happened in HM or post because he used it enough that his mastery and body adapted.
Kenpachi literally got his arm blown up due to his Bankai the first time he used it obvious that aint gonna keep happening after he masters it.

Byakuya mentiont hat it takes upwards of 10 years to make a bankai efficiency in battle when he fought Renji who could not properly control his large Bankai in SS.
Rukia literally just got her Bankai she is practically a newbie using it along with her true Shikai as well. her 4 sec limit is the limit at her present level of mastery and Power/Reaitsu, once she masters it and her reaitsu grows she will obvious no longer be held back by 4 secs.

There is a "one shot" called "No Breaths from Hell" that takes place 12 years after the tybw arc.
Which is basically about hell and can be considered a "hell arc" although up to now its still a "one shot" Kubo didn't confirm if he will continue the series. But he might though how the anime is poppin right now.

Rukia did not become busted after learning its name she became strong because her Reaitsu went from Grade 5/Vice Captain to at least Grade 3/Captain level meaning her abilities got augmented to the level they reach and she also got a Bankai.

abilitys do not equal power aokiji like most logias are almost always a problem for other verses due to intagiability but he doesn't have the strength to compete with bleach characters rukias bankai allows her to go absolute zero the theoretical coldest there is or ever can be aokiji can freeze things but we don't know whats his limit but its almost definitely not absolute zero geres an example fujitoras gravity fruit is a slight stronger version of a liutenints kira shikai both control gravity but do it differently an rukias while a strong bankai is not even top tier in its own element of cold that belongs to toshiro who can freeze even concepts and abilitys here's another example if we take two people one has the cold cold fruit and is lets say island level someone else with simaller ice powers that's planet level the powers don't matter the streagth is what dose bleach characters on average scale around large country level lowballed as rukia should be many time stronger the second release ulq by now who was large country level power with the top tiers getting ridiculous such as yama whos at least star level in bankai Ichigo whos stronger than yama at the end kenpachi who can fight Ichigo on even footing after the TYBW while the top tiers are absurdly powerful compared to everyone else the others are not slouches either and can handle most off the other big 3 sides characters as well

Rukia can get to absolute zero in Shikai, yes. But it's a gradual freeze as opposed to her Bankai which is instantaneous. If you're within her vicinity when she releases it, your ass is getting snap-frozen to absolute zero and you can't do anything about it.

vs yamato fire how would win, ice or fire
Yamamoto would win, for several reasons.
One, his Zanpakuto is a natural hard counter to ice (that being fire).
Two, his reiatsu is MUCH greater than Rukia's even if you count the latter's training in the Royal Palace.
Three, he has INFINITELY more combat experience than Rukia.
Four, his body can take WAY more punishment than Rukia's since he's way older and also due to reasons two and three.
Imagine if her and Hitsugaya ended up together and had children!
Then the kids will be almost dead as her like in that Nodt fight. Not to mention their presence will slowly kill them like how Toshiro spiritual pressure slowly killed his grandma
