The problem with this warning was that it was on track 2, after the data track. Modern CD players will refuse to play the data track (or at least mute it if you try), thus skipping to the warning. But on older CD players you wouldn't hear this warning until AFTER you've played some of the game data and potentially ruined your speakers!
Some are saying that the creepy guitar chords is the CD player attempting to read the data that would damage your speakers. That's not the case. The warning is on track 2. The data that would damage your CD player's speakers was in track 1. While modern CD players just mute track 1 if they detect data on it, older CD players didn't have that ability, so when they try to read the data on track 1, it would play static-y and screechy sounds at an unbearably high volume that would exceed the system's capabilities. It had to play at a high volume so the data on the disc wouldn't be damaged as well. That was what could damage your speakers.
Fun fact: The guitar chords is played to get the user’s attention to remove the disc before reaching the next track that will break the speakers. Now the track 1 sounds very distorted since it will try to read the cd but will only read data given by the track.

That's what they did for the Dreamcast, though. They actually had some games use voice actors to make the warnings, like Seaman, who said that your household appliances would get a disease or something. Pretty funny.
They probably put those guitar riffs in there to be COOL and RAD. It was around during the 90's so that would probably be the only explanation. In the end it just ended up being creepy. Good thing that all changed while the Dreamcast was around. Also, actual game data, which would normally be on track 1, would actually sound way worse because it just sounds like a garbled mess of sounds due to the CD player trying interpret the CD-ROM data as normal CD audio.
