I could not find it for sale in any store whether it be pharmacy or lumber yard, not at the local clinic or watering hole. And that was...a gallon or bucket of patience! You will need a whole bunch not only when you initially make your application but throughout the entire process until your project is completed.
There are zoning and planning departments everywhere in the US, except in remote, unincorporated areas. Even there, you are supposed to follow state building codes. This has been true for a very long time. That anyone is saying this about HI in particular, or are complaining about "liberals" is a bit late too the game... TX has building codes, planning departments and etc as well. You want freedom? Fight for it in your own state. Spend your time getting building codes changed in your state. Organize.

Except that a permit will take about 1-3 months in Texas, In Hawaii it takes 1-2 years to get your permit.
