Can confirm. I tried to make an artificial pond by landscaping a hole and filling it using a water outlet pipe. I had to keep turning the water on and off because my pond kept drying up. Similar thing in the Island Hopping scenario, floodwaters trapped on the land always dried up.

The reason the helicopters were going for the sewage (I assume) is a principle that has survived evolution in bees. It's about the distance travelled while carrying weight. Better to fly further away empty, then pickup your load at the latest point on the journey before heading to the destination. Also the helis would have had to start by flying away from the fire which is another layer of inefficiency that the game is probably using.

Water evaporates in this game when there is no water source. Faster than your helicopters would sip it out.

    Review of the city:
Pros: Recycling encourages, lots of infastructure improvements, efficient roads, ferry rides for beautiful view of the city, lack of architects ruining our lives
    Cons: Regular poonamis

5:31 it could actually be true. You just had to predict the direction that the tsunami is coming towards then call the meteor to that spot

When you reloaded the map when you were testing for evaporation, did you remove the water generators again?
