I mean- I get the whole 'people first' thing, but even if the guy did a Snow White and had Shujinkies bring a fake head while he underwent facial surgery and take on a new name, it's... STILL Shao Khan. Chances are, Khan would kill the people anyway. I actually think the guy made the right call in that moment.

I've been saying this for the longest, I loved all the PS2 MK games because of Konquest. I wish they would bring that back and Motor Kombat or something like Shaolin Monks

I still wish Li Mei in this part of the Outworld along with her people could had been freed sooner, if it weren't for Shujinko getting arrested by Hotaru after this part of him helping out Zeferro before he got older. I do care about Li Mei and her people being free of the Deadly Alliance above all else within the realm for the noble cause. She was completely led to misguided path in this timeline. :(
The lesson we can take from this is that whenever there is structure ( law and order ), government in any civilization it will always take a form taxation to build, maintain infrastructure and continued progress for power for said civilization. Otherwise it's anarchy, chaos. Most of us who have never known anything other than modern day civilization will ever want to go through what previous generations have. So yes ! It makes sense for taxes to be mentioned and included in MK. As many have mentioned, all those statues, monuments, palaces, thrones can't be built unless it's strict and direct force slavery.
Good to see something relevant to our reality other than just lore.

I have never actually gotten a chance to play deception story mode, just the actual multiplayer, what's the dynamic of the main character were seeing above? Because he seems like he's working for Khan but at the same time he seems more than happy to help his enemies
That's Shujinko for ya. He works for everyone as long as they just ask him and pay him (this is more of a joke description, he is simply too naive from time to time). In some cases he's threatened (like here, I think Shao Khan himself gave Shujinko the task), but it doesn't matter since there's no time limit and no consequences if you just don't do and skip the quest (unless it's a story quest, which is mandatory, but there are still no time constraints). There are many side quests where someone asks you to bring them something, and Shujinko just accepts it without asking any further questions. It's funny how some quests can be outright evil (or about helping someone to do the evil deed), and Shujinko doesn't even care that much about it, lol. They're probably not canon to the main story, but it's still hilarious.
Edit: I've realized that this doesn't answer the main question that well. To put it simply, Shujinko is on a quest to get special artifacts, Kamidogu, to "save the realms", but from time to time he hits roadblocks and has to help someone in order to get closer to accomplishing his goal. Sometimes he just gets sidetracked. He's not a bad person, but sometimes he does some questionable stuff xD
