Seller Ebay Tutorial : How to block ebay buyer from buying

From years experience as ebay seller, sometimes i found the buyer who not serious or not intend to buy the product. They bought the product then ask seller to cancel it with various reason.
There is a way to prevent the buyer repeat his/her action like this. Seller can block ebay buyer only with fill the buyer username in ebay. So next time the buyer want to buy from the seller who has blocked, the buyer can't buy it because it has blocked by the seller.
