In the Patlabor Movie 2, she was already promoted to regional chief but a former lover's returned to Tokyo forces her to confront her past and she returned to section 2 to help Gohto's team to hunt down the culprit terrorizing metropolitan Tokyo. She pilots the Ingram Unit 3 that has a specialized head made for Jamming. Unit 2's head is specialized for aiming and sharpshooting (bigger visor and sensor) but Ohta ends up wasting much of his bullets because he can't hit his targets in real life situations, he is a gun nut.
Even as a little figurine Oda does not cease to continue to make me laugh and who else was waiting for him to fall over a third time because even after he stuck that sticky tack on there I just couldn't stop waiting to see if he was going to fall over again XXXDDD

that was the third movie called WXIII (waste 13) basically it implies the effect and impact that human has on environment. Patlabor movies was always more about the story it told then the robots. The anime had more robot on robot battles and comedies.

Are you sure that the second human figure is Shinobu Nagumo? I thought it was Clancy Kanuka, who came from NYPD for LABOR training. I remember it is in PATLABOR the movie 2 when Shinobu Nagumo rides Ingram 3 for the first time. And for the last, you put Ingram 3's shoulder parts left and right reversed.
First thing, Shinobu Nagumo is a woman and not a man so it's "Miss" Nagumo". Second, you installed the shoulder armor for Ingram #3 facing the wrong way, you have the back of it facing the front (basically you put the left shoulder armor on the right and vice versa)
the standard unit 3 is actually from the TV series and OVA. The unit 3 from Patlabor 2 Movie has the radar jamming head and reactive armor because unit 2 also had a different head camera visor.
My only worry about the design, in general and not just the toy, is why is the cockpit open instead of fully incased and protected?! The construction labors are more protected than these pat labors.
