well Pachirisu had it easier than now bc the format back then didnt have as high power levels as it does now with legendaries in the game and some other high stat picks.
Sejun Park was able to use Pachirisu effectively because it learned a move called Follow Me, which redirects attacks away from its partner and to itself. it also had nuzzle to paralyze opponents. it was also able to succeed because of the unique timing and the other pokemon that were popular in the format. Luvdisc is significantly weaker than Pachirisu, and I highly doubt it will ever see any use at all in VGC

Ok, real talk, they need to give Pachirisu something, namely a new evolution, and NOT a REGIONAL evolution. A proper evolution like (fittingly enough) Gen 4. It's long since earned it by now.
