It was really nice, I liked a lot of the changes and Sam felt a lot better to play with. I think it did a good job at making Sam’s moves feel more human.

No, most of the attacks do the same damage, but I'm pretty sure the first charge up attack does

For the most part it’s the same, but things like animation canceling are adjusted which makes things quicker and easier.
