This year the festival at Miura Kaigan was from the 17th of February to March 8th and the trees were in full bloom. You can probably already see it bloom a bit earlier, but it always depends on the weather conditions. I also recommend checking out the city 'Kawazu' on Izu Peninsula which is most famous for this winter cherry blossom festival. This might be perfect for your travel dates.
