Hi Paul! Yes that's usually about right. Full bloom can be a great time for photography. Some people also enjoy when the petals start to drop as they create a pretty blanket on rivers such as at Meguro.

I visited Tokyo for 3 days in October 1998, it was raining many days. Fall has shorter day light

Consider Washington DC 😊 cherry blossom festival mid March to first week of April. I was there in 2015, 2019 and Apr 2023😊
