how to avoid carbs in veg diet? Rice, wheat, bread etc are all a part of it, what is the substitute
Cauliflower rice instead of rice, bread and wheat are not necessary at all!
Just eat the rice. why not?

Yes they are. It's called an "ovo" vegetarian. Vegetarians who eat dairy are called "lacto" vegetarians.
