The choke releases when the throttle is full open. The V1 is known for the crank seal on the trans side going after sitting for any length of time. Best to change out the trans fluid right away it uses 30 weight oil. Sounds good.

I restored a moped and I can relate. The choke was set in the on position prior to starting and released when the the engine warmed up by waiting and twisting the engine to full throttle. Mine didn't have a battery. I think you have a 15 mph version there.. In NYS, the insurance companies demanded the same insurance be paid for 49.9 cc bikes so sales plummeted. The taillight bulb is probably burned out which is why you didn't get spark without jumpering it to the lighting circuit. The ignition primaries on European mopeds often grounded through the taillight. If the taillight bulb burns out the engine won't run. It was a safety feature to prevent people from riding at night on a slow little moped with no tailllight. It has to be the right resistance taillight, too, otherwise the engine might not run properly. Almost nobody in the US knew this. Nobody was trained in moped maintenance. All the personnel the dealerships had in the '70s were salespeople. The taillight is what happened to all the old mopeds. They would quit running, nobody could figure out why there was no spark, so they would then sit outside in the rain for years behind a garage. Noone bothered to check the taillight bulb because who would have thought of that? Some people did get spark by jumpering the headlight coil to the ignition, still not realizing the whole problem was the taillight bulb. Most mopeds that spend years out in the rain without running are pretty much junk- especially the ones that had integral frame fuel tanks. They rust bad on the inside and can end up weakening the frame. I check the taillight bulb of every ruined, rusted and neglected derelict moped I run across and every single one has been burned out. That's why they all quit running after a couple of years or so.
Another old minarelli built moped, mine was a general 5 star, ran great for over 20 years of daily putting around, odometer stopped working at about 74,000 miles, frame broke about 2 years later

Lazer mopeds were made in Taiwan from 1977-1979. They usually have a Minarelli engine and are basically a copy of a Peugeot Sport 50.
Here in Europe these Peugeot were made by Peugeot in France originally as a Peugeot TSA with an original Peugeot Engine.

I know. But you only can buy rights to copy a design from the original manufacturer. And this was Peugeot.

Check the taillight bulb. The ignition grounds through the taillight on most Batavuses so the engine will not run if the taillight burns out. It's a safety feature. Anytime a moped quits running, always check the taillight first before checking anything else. You have to have the proper type of taillight or the engine may not run properly.
think your right
If you get it running and want to sell it let me know. Would be great for camping.
