    The TM30 procedure does not in principle concern foreigners on a temporary non-migrant visa, but nationals and owners who can sometimes be foreigners (condominium law) who are accommodating them.
    The TS4 (Blue) and TS3 (Yellow) house books grant a stranger the latter cannot be used with the TM30. Only TS4 (blue) is admissible and payable by the master of the house indicated on the first page of the document.
    The Thai National Identity Card (Blue) has 13 digits, part of which reflects the house number, thus certifying the address where the national host is located.
    The individual fine (2000 baht) for non-declaration TM30 is always addressed to the owner who is hosting the foreigner.
    In addition, the law Section 38 -4 specifies that it is 48 hours and not 24 hours ...
    4. If the alien travels to any province and will stay there longer than twenty-four hours (24H), such alien must notify the police official of the police station for that area within forty-eight hours (48H) from the time
    of arrival.

    I thank you for these extremly informative video. I told my thai gf that when we are at her home we need to report this to immigration office. Closes one to her village os in korat about 80 km away. So i understand we go to the closest police station? Of course this is 1st time hearing about the yellow book. Learning valuable info from you but so much more to learn.lol Thank you sir!

    Yes the yellow book does not change the requirements of reporting BUT can be used to show to immigration proof of address as opposed to having leases or other documents for doing TM28.
    One thing I question was you saying that a renter is a "possessor" and thereby they would personally need to do a TM30. This is contrary to what the head of Phuket Immigration has stated, “No, we don’t hold foreigners responsible for filing the TM30. Foreigners just need to make sure that they fill in a TM28. The TM30 is the landlord’s job,” Phuket Immigration Deputy Chief Col Nareuwat Putthawiro said plainly on Wednesday (Aug 28).
    "The TM28 form is for foreigners to report themselves to Immigration after staying away from their registered address for more than 24 hours, as required under Section 37 (c) of the same act.
    “The TM30 is the house owner’s responsibility, whether the home owner is a Thai or a foreigner,” Col Nareuwat said.
    "If a landlord refuses to - or is unable to - comply by filing a TM30 to report the foreigner as staying, or returning to stay, at the foreigner’s registered address, that is not the foreigner’s responsibility," Col Nareuwat explained.
    “All the foreigner has to do is submit a TM28. That’s all the foreigner is responsible for."
    The TM30 is the form for landlords to report to Immigration within 24 hours of the arrival of any foreign tenants, as required under Section 38 of the Thailand Immigration Act of 1979.
    Also on the website of Bangkok Thai Immigration it states in the FAQ clearly the question and subsequent answer to this. It specifically states it is "The owner of the residence" who must notify.
    Question : What do the house-master/owner or possessor of the residence have to do,if the alien granted temporary stay in Thailand has stayed in his/her house/residence? (Is it possible for an agent to do for?)
    Answer : He/She (The owner of the residence) must notify (by the Form TM.30) to the competent official Of the Immigration Office located in the same area of that house/residence within 24 hours from the time of arrival of the alien. However, such notification could be made in person or by an agent or sent with completed Form( TM.30) by registered post.

    Hi Mr Benjamin.. thanks for the valuable information always. I am retired here since 5 years, I am in non immigrant 1 year visa, not in PR.. I own 2 units and for both I have blue book rather than yellow. I checked whether I can obtain PR, they said I must have worked therefore contributed in taxes first. They also said that I must also be able to communicate in thai language (I guess, read write and speak)..

    One video, or it maybe a series of videos I would definitely be interested in would be. What has changed now the Kingdom has moved from a non to an elected Government. I think of all the police orders that I have read about over the last few years.

    I have been in Thailand with my Thai wife since 2004. I have tried my best to follow all regulations and have always had a good experience with the Immigration people. My wife asked an Immigration Officer about the TM 30 requirements and banking information requirements. The IO said they are confused about the requirement and would I please pass along any information to her. This IO is a 23 year Veteran of the immigration division and has been screening Non immigrant O applications for many of those 23 years. My Extension is on the 13th of August.
    What is a yellow book and who needs one and what are the requirements?

    Hi..So what is the point in having the Yellow Book then ..does it afford any other advantages?

      It’s useful for proof of address in Thailand for applying for things like a Thai driving license.

    What if you are a foreigner, are both the owner of the condo property, and are listed within the yellow book as a resident of the property? Do you as a foreign property owner in Thailand still need to report yourself as a foreign resident residing in that property under the TM30 when you both own and reside at the said property as well?

      Pursuant to section 38 of the Immigration act, yes you must still report via TM 30 as the law that created yellow house books did not amend the law on TM30 exempting holders of yellow house books.

      Integrity Legal Thailand thank you. I realize your conclusions are based upon interpretation of the law, but is it possible to get an indication from the Immigration Department to confirm any of this?

      @@hRt42kuo7jTtmk14 There really is no interpretation on this. Section 38 is clear those staying temporarily in the Kingdom (that is all non-immigrant visa holders regardless of possession of a yellow book) need to make the requisite reports regarding their address. I read the specific section in the video, there is no interpretation on that point and no law that we have seen has contravened section 38's requirements.

      Yes, having a pink ID card has nothing to do with the Immigration Act and the provisions related to TM30.
