its funny to think about the armament haki is invisible the only reason we can see it is because of what the animators show its been activated, so for Doflamingo it doesn't look like that so when he laughs at him its because for him it looks so goofy. Look up that video loving the reactions keep up the great work.
Luffy is not using Sky Walk, Dofflamingo even says how he's doing it if you were paying attention. Using the propulsion of his feet/legs to stay afloat by doing what his Kong Gun does but extremely fast.

In regards to the anime, during one of the movies, Luffy was fighting someone in a mech suit and took a hit head on from above. Since he is rubber, his legs compressed and he pushed back and got that burst of power since his blood pumped through his body. Lucci realized this and pointed it out to give us the viewers insight on how his power up works. When Luffy used Gear 3 he called it out as Bone Ballon meaning he was inflating his bones to get the size of a giant, his muscles likely stretched to match the size but for the most part it was his bones that he was affecting. In the case of Gear 4, he instead inflates his muscles. What Doflamingo mentions in 21:57 is not an actual color but the “color” of the Haki (color of Arms, Color of Sight, color of Conqueror) meaning he reinforced his entire body similarly to how Vergo and Jabra can make their body like steel and still move around.

Unless your Haki is stronger then Luffys your attacks dont have effect on Gear 4.
