He didn't demean the penalty, he was just trying to ger a journalist to stop sensationalizing the problem. It happened in Baku and Malaysia before and it caused problems, but no one said "these races shouldn't exist anymore. Have to agree with Toto people were dragging this event down before it even started and this incident just gave them ammunition, the race went ahead and was one of the best if not the best this season but the rules do have to change as far as penalties and cost Ferrari should of had a freebie with no cost to them.

I just want to address some things in the comments. Toto wasn't answering the question, but that was probably intentional.
He didn't demean the penalty, he was just trying to ger a journalist to stop sensationalizing the problem. It happened in Baku and Malaysia before and it caused problems, but no one said "these races shouldn't exist anymore. It's a blight on the sport for this to happen"
People have been making negative press about Las Vegas before the weekend, and because of an honest mistake (and mistakes happen) people are saying it's terrible for the sport and it casts a shadow over a race that people already had doubts over AND IT'S THURSDAY NIGHT PRACTICE for the inaugural event. People have been searching for a reason to dislike the event and it's a stroke of bad luck.
Let's see if it's just as bad tomorrow and the next day.

hes not wrong- this happens on street circuits throughout the year- on yes it is only fp1 - the fact is that everyone is meat watching Vega superhard because the fans are annoyed at the American "show" for F1 events. They create unrealistic expectation for a track's return to the sport, especially only in practice. The REAL issue is the FIA's decision to blame it on Carlos.

"The Stewards note that if they had the authority to grant a derogation in what they consider in this case to be mitigating, unusual and unfortunate circumstances, they would have done so, however the regulations do not allow such action.“
