The guy who owns the land will stop funding them if he doesn't get opal, so while they could make money short term, they would likely lose the financial support and access to the land in the long term.
Jewelers like to have some rock backing for their pieces and if they'd left it whole it would've taken a huge amount of rock to back it. Not much call for jewelry that weighs a pound or more. By splitting it they have mirrored pieces which makes it worth even more as matching earrings.
im not an expert with boulder opal, but its likely that the deep colors would fade without the dark background the boulder provides. Plus, some jewelry is designed to highlight natural features like host rock, and boulder opal takes a really nice polish.

I actually prefered the rock after it been cleaned up before being cut in half, glimpses of colour through the cracks off the rock.
Glimpses don't pay bills that rock will become a bunch of profita or pieces for the cutters and faceted to use.
