All the things that pass by him are things that one could shoot if they had a gun - targets, ducks, bunnies, Marge's bratty smoker sisters, and Ned. ...Y-yeah, there's a little extra joke at the end, because Homer despises those 3 people.
Personally, I think it would be funnier if it started with the ducks, then went to the rabbits, then the Target truck, then Patty and Selma, then Flanders.

I like how the Target truck has "Department Stores" written on it, since not every country that airs The Simpsons has a Target store.
There are Target stores in Australia, but they are nothing like the ones in the USA
And back when this episode first aired, Target still didn’t have quite the presence that it does now in the USA.
That was always really strange to me because I live in South Eastern Pennsylvania and the existence of Target was always just a typical part of life.
