Casinos should be considered charities since they're always practically giving away money.
Roulette Wheels that aren't regularly maintained eventually gain a bias towards a certain side.
yep, modern wheels are better because they tend to need less maintenance, but you can still get a few days of logs for the numbers and generally see a bias large enough to have a statistical advantage over the house.
and they don't really want to fix it unless it's very blatant, as the gamblers fallacy results in people betting against the common result thinking that it must correct itself.
Bias or not, there's no way someone can win so consecutively unless it was an inside job. At least, that's assuming the casino had the same practices at those I work in. I work in Game Integrity and we have dealers do many things like changing where they launch the ball, the ball must go opposite direction of the wheel, both directions change between each game, etc. This is counter any bias the wheel may have.
But roulette wheels are surprisingly quite easy to maintain (assuming players aren't leaning on it or anything). It takes about 10k games to realize a bias with any confidence though so if he really did get lucky with a bias, it's likely that it was communicated to him by someone at the casino. Perhaps the table wasn't level or a worker deliberately shortened a leg of the wheel.

the monte carlo fallacy is when people assume that a random event changes depending on the events preceding it, like thinking 5 tails in a row increases the chance of heads for example
This isn't the Monto Carlo fallacy, it's acknowledging statistical unlikeliness. The odds of a 36-pocket roulette table hitting any one number are always 0.6% and nobody's assuming that hanges. However, the odds of that table hitting the same number five times in a row is 0.000001262% - and that apparent alignment of stars is interesting.

its true that: HHHHH and HTHHT are equally likely. however, the first is remarkable because getting 5/5 heads is truly more rare than getting a mix of heads and tails, since there are many different ways to get 3 heads and 2 tails, but only one way that you can get 5 heads.
