Correctly said. If one Head is strict, the whole system will be streamline. If CM is strict, sincere & honest, whole Ministers & IAS officers will be the same. If Collector is strict etc., tall the officers in the district will be frightened to do corruption etc as he said if SI is strict for 3 months, everything will right.
