Hey, not sure if you remember the location of his spawn or not, but does he spawn in the the tower or at that back entrance? There is two An Inquisition Executrix that spawn at the back entrance shown in the video, wondering if they are a place holder for him.

He Spwans at the Large Tower at the back of the place. Not the main large building but the tower on the backside.
