I'm sorry but in my opinion they did Vito dirty. They didn't age him too well. He was born in 1925 so he would be 42 or 43 in 1968 & they got him looking like he's in his late 60s early 70s. Ok I could see a few more wrinkles on his face & maybe the sides of his hair greyish white but not that. He looked like he was on his last legs.

In truth, Joe was taken away in a separate car to be talked to about his own terms, likely believing that Vito was also going to be killed. He was offered an ultimatum: work in the Vinci Crime Family or die, but he is allowed to stay in Empire Bay. This source that Vito was using was likely secretly working for the Vinci Crime Family. He threw Vito way off the trail by saying that he broke free and fled to Chicago for help, but got fucked and brutally murdered, with the body no longer being recognizable. With this, Vito was led to believe Joe was dead, so he had Lincoln hunt the people he thought responsible and was satisfied. Joe likely also believed that Vito was murdered elsewhere as well, because otherwise he would have definitely tried to find him, meaning that he doesn’t know that he was alive if not exactly well in New Bordeaux. And coincidentally, Joe drove Leo to New Bordeaux as well, but did not know Lincoln was Vito’s new boss, but did sense something about him.
No, Joe is not confirmed to be alive. The only proof is a bunch of TH-camrs saying why they think he is and then saying it's proof positive. The driver that brought Leo to New Bordeaux is the same guy that drove Leo around Empire Bay and was locked up with him in Mafia 2, the guy who Vito was sparring with in prison, Pepe Costa. 2k has a page all about the characters in Mafia, him being one of them, and he's Leo's driver and bodyguard. 2k gave this story and stuck to the official word that Joe is dead. And like Vito said, if he were alive, Joe would have searched for very thorough and hard to find Vito and would have found him and hooked up with him. And 2k has not changed that story, and now they won't anytime soon because the next game is a prequel.

Game files also name the driver's head textures as Joe and it is just a slightly aged version of Joe's head model and textures from Mafia 2 DE

Paul and Sam and Joe, I just started playing this game about the trilogy pack. I played a little bit of mafia three I’m good I’m ahead of that last week. I finished mafia one I finished mafia two I feel so bad for Vito and Cassandra is the only one I get land.

You would know he didn't die" along those lines. Also it's been proven to be Joe. The face texture is identical to the Mafia 2 Joe face texture except aged up.
