Yes and no! It is an 8” seat, where most kids saddles are 10/11/12 inch seats. So a kid would have to be realllly tiny to fit it.

Yes it absolutely is a hackamore. Go look at any of my videos. I use the same bitless hackamore on all my western tack videos. I use a bitless English headstall on all of my English tack ups. I don’t even own a bit.
