The leader of the most powerful of the 5 great nations is always packing strength that rivals or exceeds the rest of the shinobi on the planet during their tenure. So, naturally, a big topic of conversation in the Naruto power scaling community is how to properly rank the Hokage. Over the last few years, one of the more heated Hokage vs battle debates has been over who exactly should be in second place behind Naruto.
