But, in the context of the episode, this was part of Humphrey's plan and he got exactly what he wanted. A minute after this video ends, the advisor leaves and Humphrey takes about 30 seconds to talk the PM into giving them the pay rise anyway, just with some juggled numbers - the whole thing was a setup by Humphrey to discredit Frank and still get the money.
